يحمل هذا الكتاب في طياته ثلاثة موضوعات رئيسة، يتعلق الأول منها بمبادئ ومفاهيم عامة في علم التخطيط، أما الموضوع الرئيس الثاني فيتناول مسيرة التخطيط التنموي في الأردن، ويعطي الموضوع الثالث بعض النماذج التخطيطية لبعض القطاعات والعناوين، والتي حاولت أن تكون ممثلة لجوانب التخطيط الثلاثة الرئيسة وهي النواحي الاقتصادية، والاجتماعية، والعمرانية.
يشتمل هذا الكتاب على سبعة فصول ومقدمة، يتناول الفصل الأول مفهوم التخطيط وتطور فكرته عالمياً مع الإشارة إلى بداية مشوار التخطيط على الصعيدين العالمي والعربي. ويتعلق الفصل الثاني بدارسة الأبعاد الرئيسة للتخطيط من ناحية، والشروط الواجب توفرها بعملية التخطيط لضمان تحقيق الأهداف من ناحية أخرى. أما الفصل الثالث فيتعلق بمناقشة مراحل التخطيطية الثلاث وهي الإعداد، والتنفيذ والمتابعة، وقد حاولت في هذا الفصل التعرف على العلاقة التي تربط ما بين المراحل الثلاث.
وفي الفصل الرابع تمت الإشارة إلى العلاقة بين التخطيط وأسلوبي الإدارة المعروفين بالمركزية واللامركزية، وتمت مناقشة مجالات استخدام كل منهما. أما الفصل الخامس فيقوم على دراسة وأهمية المشاركة الشعبية في عملية التخطيط، هذا وقد تم التعريف بالظروف والعوامل المؤثرة في عملية المشاركة. واهتم الفصل السادس بمسيرة التخطيط التنموي في الأردن حيث تمت الإشارة إلى تطور آلية التخطيط وطبيعة النهج التخطيطي، بالإضافة إلى فحوى الخطط التنموية.
وفي الفصل السابع والأخير فإنه والخير فإنه قد اشتمل على دراسة نماذج في التخطيط حيث تم تقديم بعض الدراسات الخاصة بتخطيط بعض القطاعات والموضوعات الاقتصادية والاجتماعية والعمرانية.
