إن الإشراف والتقويم يلعبان دوراً بالغاً في التربية والتعليم والتي تتأثر بالإوضاع السياسية والإقتصادية والإجتماعية والثقافية ومؤثرات العملية التأريخية، فلابد من دراسة هذه الأوضاع والمؤثرات والإختيار بينها في ضوء تصورات وإتجاهات تحدد واقع ومستقبل المجتمع الذي نعمل من أجله.
لذا، فإن عملية الإشراف والتقويم يجب أن تسير وفق المخطط المرسوم لها، والنتائج فيها تطابق الأهداف من حيث الكم والنوع، وأن تستند على حقائق ومعلومات يمكن قياسها أو مشاهدتها، والوقوف على أثارها عن طريق بعض الوسائل والمقاييس الدقيقة لأجل القيام بما يلزم من الوسائل والإجراءات لإصلاح العمل وتحسينه.
وإنطلاقاً من هذا المبدأ ألف هذا الكتاب والذي يضم الفصل الأول منه الإشراف التربوي، والفصل الثاني خصص للمشرف التربوي، والفصل الثالث تضمن مفهوم التقويم، والفصل الرابع التقويم التربوي، وقد تم وضع مفردات جميع الفصول وفق المقاييس الموضوعية بشكل علمي ودقيق في معالجة وتحسين أنظمة الإشراف والتقويم، والتي تمثل الجوانب المهمة للعملية التربوية والتعليمية بإستعمال وسائل وأساليب حديثة تمكن العاملين فيها من تفهم أوضاع جديدة تتلاءم مع ظروف ومتطلبات عملهم.
