لذلك لم تكن النجاحات في عالمنا المعاصر وليدة للصدفة أو ضرباً من ضروب العفوية ولكن هي تلك العوامل الإنتاجية متحدة تحركها عقول قيادات بارعة في إدارة منظماتها أو مجتمعاتها نحو تحقيق الأهداف الخاصة والعامة.
أن مساهمة القيادات الإدارية في خلق أجواء العمل الجماعي بين العاملين ومختلف الإدارات والفروع، ونشر الوعي التنظيمي الداعي للمشاركة وتناقل الأفكار وإنشاء أنظمة للإتصال بين مختلف المستويات تتميز بالسهولة والأنسابية في حركتها تركت بصمة واضحة في التقدم الحاصل في مختلف المجالات التي نشهدها اليوم.
إن المجتمع العراقي كأي مجتمع آخر يعيش بدايات التغيير بحاجة إلى حركة نهضوية، توعية، فكرية ينصب إهتمامها على العنصر البشري كعامل رئيسي من عوامل الإنتاج ومحاولة التخلي عن الأساليب التقليدية القديمة المتبعة (إدارية / قيادية) والإعتماد على القيادات الإدارية العلمية الواعيةُ منها للمساهمة في ممازجة عوامل الإنتاج بما يخدم الفرد والمؤسسات والمجتمع.
ولقد قسم الكتاب إلى أربعة فصول موزعة إلى بابين أولهما نظري والثاني ميداني وعلى الوجه الآتي: الباب الأول: ويتمثل الجانب النظري فصلان هما: الفصل الأول: ويحمل عنوان "الأسس العامة للموارد البشرية والقيادة الإدارية"، أما الفصل الثاني جاء تحت عنوان "إنعكاسات القيادة الإدارية في إدارة الموارد البشرية الإستراتيجية، الباب الثاني: وقد ضم الجانب الميداني للدراسة والذي تألف من فصلان هما: الفصل الثالث الذي كان تحت عنوان "الإجراءات العلمية لمنهجية الدراسة"، أما الفصل الرابع وضع تحت عنوان "النتائج والتوصيات".
