سعى هذا الكتاب لتوضيح دور الإدارة والهيكل التنظيمي في الهيئات والمؤسسات الإعلامية، والقوانين والتعليمات التي تنظم وتضبط مسيرتها، وطبيعة الاختلاف النوعي والأدائي عن إدارة المنظمات الأخرى آخذاً بعين الاعتبار التخصصات والتفرعات في المؤسسات والوسائل الإعلامية، وإبراز التنوع حتى في داخل منظمات العمل الإعلامي الذي يوجب إيجاد هيكلة تنظيم مختلفة، فالعمل الإذاعي والتلفزيوني يختلف بأدوات تنفيذه وإخراجه عن العمل الصحفي في الصحف والمجلات، وحتى في الصحافة المكتوبة هناك تنوع وتخصص، فالصحف اليونية تختلف أيضاً عن الصحف الأسبوعية، والصحافة الأسبوعية تختلف عن الإصدارات الشهرية ونصف الشهرية، والمطبوعة المتخصصة لها خصوصية تختلف عن مثيلاتها الشاملة.
ولعل هذا المبحث يبين الأهمية والاختلاف والتنوع في إدارة وهيكلية المؤسسات والوسائل الإعلامية ليستطيع القارئ والباحث تكوين قناعاته لقدرة أي منشأة إعلامية على التواصل مع المجتمع بما تقدمه من عمل وإنجاز منظم ينتج عن منظمه استندت في أدائها على قواعد تنظيمية وتسلسل إداري محدد للمسؤولية يقوم، على الجهد الجماعي بتفرعاته المعتمد أساساً لتعليمات وقوانين المنظمة الداخلية، الآخذة بمجموعة التعليمات والضبوطات والقوانين الرسمية كإطار يغلف النتاج الإعلامي الذي يظهر للناس والمجتمعات. ويبين في مقارنة قانونية وهيكلية وإدارية للهيئات الرقابية ذات المسؤولية المباشرة على أداة المؤسسات الإعلامية وبعض مؤسسات الإعلام في دول عربية يحكمها نظام ملكي وأخرى جمهوري.
