رافق اتحاد المصارف العربية على الدوام التطورات الحاصلة في قرارات لجنة بازل، وحاول باستمرار تطبيع القطاع المصرفي العربي مع هذه القواعد، حفاظاً على سمعة القطاع وتأمين اندماجه الفاعل في الصناعة المصرفية العالمية. وعندما صدرت قرارات لجنة بازل الأولى في العام 1988، كان اتحاد المصارف العربية أول من بادر إلى إعداد دراسة معمقة بالاشتراك مع صندوق النقد العربي، من أجل تحديد متطلبات التزام المصارف العربية بهذه القرارات وكيفية التعامل الناجح مع المعايير الجديدة. واليوم، ومع ظهور توجهات لجنة بازل الجديدة بالنسبة لإطار كفاية رأس المال، يبدي اتحاد المصارف العربية منذ فترة اهتماماً كبيراً بالإطار الجديد المقترح لكفاية رأس المال الذي سيدخل حيّز التنفيذ في العام 2003، وسيصبح الالتزام به واجباً في العام 2006. وقد قام الاتحاد بدراسة في هذا الإطار الجديد ولوحظ أنه يحمل في طيّاته العديد من الصعوبات والتحديات الجديدة أمام المصارف العربية المركزية والمؤسسات المصرفية والمالية على حد سواء. وقد أوليت هذه القضية المصرفية اهتماماً بالغاً، بالتركيز على تناولها من خلال دراسات معمّقة، وإصدارات مجلة اتحاد المصارف العربية المتخصصة، ومن خلال ندوات ومنتديات متخصصة وأيضاً من خلال مؤتمرات الاتحاد العربية والدولية، في محاولة لرسم محاور التحرك الصحيح والسليم لتأمين التزام الجهاز المصرفي العربي بمعايير بازل الجديدة ولهذا الهدف يضع اتحاد المصارف العربية هذا الكتاب عن مقررات بازل الجديدة وأبعادهما بالنسبة للعمل المصرفي العربي في متناول المجتمع المصرفي والمالي العربي بكل فعالياته، على أمل أن يجدوا فيه الفائدة المرجوة في التعرف على حقيقة هذه المقررات وخلفيتها ومحاورها الأساسية ومتطلبات الالتزام بها من قبل المؤسسات المصرفية والمالية العربية.
