وقد أدى هذا إلى جعل بطاقات الإئتمان تأخذ مكانتها بين وسائل الوفاء الحديثة، حيث تعتبر جزءاً من سلسلة التطور الإقتصادي والتكنولوجي في مجال المعاملات التجارية خاصة مجال وسائل الوفاء، وكأي وسيلة حديثة تتعلق بالمال وطرق الوفاء والإقتصاد بشكل عام تثور حولها التساؤلات حول مدى المساءلة القانونية في حال الإستخدام غير المشروع لهذه الوسيلة (بطاقة الإئتمان) من قبل حاملها الشرعي نفسه أو من قبل الغير.
ولأهمية هذا الموضوع قام المؤلف في هذه الرسالة ببيان أهمية وفائدة بطاقة الإئتمان وبيان أنواعها المختلفة وخصائصها التي تميزها عن غيرها من البطاقات، ثم تكلم عن الحقوق والإلتزامات المترتبة على بطاقة الإئتمان بإعتبار ذلك هو المدخل الصحيح لبيان الطبيعة القانونية لهذه البطاقة وعند بيان هذه الطبيعة القانونية، بين الإتجاهات المختلفة في هذا الشأن، والتي لم تسلم من النقد لأنها أرادت أن تضع هذا النظام في قالب من القوالب القانونية التقليدية، ثم تكلم عن المسؤولية القانونية في شقيها الجزائي والمدني التي يثيرها الإستخدام غير المشروع لهذه البطاقة من قبل حاملها ومن قبل الغير.
