يتضمن هذا الكتاب الذي بين أيدينا محاولة في تقعيد الدعوة وتأصيلها، على شكل عدد من القواعد، بعضها في التصورات وبعضها في الأساليب والوسائل. وما يميز هذه الطبعة عن الطبعة التي سبقتها أنها جاءت مزيدة ومحتوية على واحد وعشرين قاعدة بدلاً من خمس عشرة قاعدة. وقد جاء في هذه القواعد تأصيل شرعي لعدة جوانب من العمل الإسلامي، كالتأصيل للجماعة التي كثر الكلام عن مشروعيتها وأحقيتها وصفاتها، وقد ناقشت هذه القاعدة الموقف من الفتن وطرحت مفهوم الاقتحام بدل مفهوم الانسحاب، وتناولت خطر العزلة على الأمة في الوقت الذي تحتاج الأمة إلى المجاهدين العاملين.
كما احتوت هذه بالإضافة على قاعدتين رئيستين في الفهم تؤصل للفهم وأهميته وضوابطه وأركانه وأثره على المسيرة الإسلامية العامة؛ والثانية تناقش الفهم السائد في مقابل الفهم الواجب كما احتوت هذه الإضافة على قاعدتين رئيسيتين للأمر بالمعروف والنهي عن المنكر، الأول تؤصل لهذا الركن الأساس من أركان الدعوة الإسلامية، وتبين المجالات التي يهمل فيها كل من الأمر بالمعروف والنهي عن المنكر. والثانية تناقش بعض الاتجاهات المنحرفة في فهم القرآن، وتأتي للدفع باتجاه الحركة الإيجابية في مقابل الحركة السلبية الانسجامية الانهزامية التي يلجأ إليها بعض المسلمين.
أما قاعدة العمل العام فقد جاءت تفصل وتؤسس وتؤصل للعمل الإسلامي العام الذي يفتح الباب لأسلحة المجتمع وجمهوره.
