يقصد الكاتب في هذا الكتاب بــ "السلطة" نسقاً من القواعد والآليات التي تقوم من خلالها الدولة بتسطير ما تراه كافياً لتمرير أهدافها وإيديولوجيتها على نحو يحفظ بقاءها ويجعل أتباعها محافظين على سيرورتها وإستمرارها؛ فالسلطة إذن نسق مركب، يحتوي على عناصر متعددة تنتهي في الأخير إلى خدمة الغاية الموجهة لها، فلا عنصر من هذه العناصر يشتغل بعيداً عن الآخر، ولا أحد منها كذلك يمكنه أن يسير من دون الروح التي تجعله في الأخير لسان حال الدولة، في صورة قد تكون واضحة أو خفية؛ على أن السلطة لا تعني القوة والعسكرية دائماً؛ ما دام أن في السلطة آليات وقواعد مستمدة من مرجعيات مختلفة مثل: الفكر والثقافة والتاريخ، والفلسفة، والعلم...
فماذا تمثل السلطة بالنسبة للدولة؟ بمعنى هل يمكن تصور دولة دون أشكال مختلفة ومتداخلة من السلطة، أم أن الدولة والسلطة وجهان لعملة واحدة؟ ومن أين تستمد الدولة سلطتها، هل من مصادر محايثة للواقع أم متعالية عليه؟ وما هي طبيعة سلطة الدولة هل هي سلطة مادية وفيزيائية، أم أنها سلطة رمزية وثقافية؟ وكيف تنشر الدولة سلطتها في مختلف المناحي والمجالات؟...
هذه بعض الإشكالات التي سيتولى الكاتب الإجابة عليها في هذا الجزء الذي عمد إلى تقسيمه إلى فصول على النحو الموالي؛ ففي الفصل الأول سيحاول الوقوف على العلاقة بين الدولة والسلطة، لغرض تبيان التفاعل والتساوق القائم بينهما، وفي الفصل الثاني سيتولى إبراز العلاقة الجدلية بين الحق والعنف في الدولة إستناداً إلى تحليلات ترى أن الدولة لا تعتمد على القانون فحسب؛ بل على العنف كذلك؛ وفي الفصل الثالث، سيحاول أن يقف عند جدلية العقلنة والتقليد في الدولة، وهو ما سيتيح لنا التعرف على تصورات تبدو الحاجة ماسة إليها، وأخرى يبدو أنها بعيدة عما نأمل بلوغه.
