تحقيقاً لشعار - تقديم أفضل الخدمات إلى المواطنين بأيسر السبل - فقد تقرر حل مشكلة تقدير قيام العقارات المتمثلة في جملة من التشريعات المتناقضة التي أوردناها أعلاه حلاً جذرياً.
ومن أجل ذلك شكلت في وزارة المالية لجنة تضم كبار موظفيها ولجنة أخرى تضم ممثلي الجهات الضريبية ووزارة العدل كان لي شرف عضويتها.
قامت اللجنة الأخيرة بإعداد مشروع قانون يستهدف القضاء على مشكلة تباين التقديرات في الدوائر المختلفة على أسس علمية، وتوحيد إجراءات الكشف في تلك الدوائر، وحضور ممثليها في لجنة كشف مشتركة، وتم مراجعة المشروع من قبل اللجنة الأصلية ولجنة إعداد المشروع في جلسة مشتركة وأقرت إستبعاد فكرة إشراك ممثلي مديرية الواردات العامة في لجنة الكشف المقترحة بسبب جسامة أعمالها، التي تشمل تقدير أقيام العقارات كافة كل خمس سنوات دون مراجعة مالكيها، أو التقيد بوجود معاملة تصرفية، وبعد إعادة النظر في اللائحة وإعدادها بشكل نهائي رفعت إلى ديوان التدوين القانوني لدراستها تمهيداً لتشريعها.
قامت هيئة التقنين الخاصة في ديوان التدوين القانوني بالإشتراك مع عضوين من لجنة إعداد المشروع بإجراء الدراسات التدوينية المقتضية على اللائحة وشرع القانون بإسم (قانون تقدير قيمة العقار ومنافعه رقم 85 لسنة 978) ونشر في الجريدة الرسمية بعدها 2655 بتاريخ 29- 5- 978 واعتبر نافذاً بتاريخ 30- 9- 978 حسب نص المادة الرابعة عشرة من القانون.
