يعد التغيير والتطور المتسارع في كل مجالات الحياة، من أهم سمات العصر الحديث، كما أن التسارع الذي طال مجال إنتاج المعرفة الإنسانية، والتطبيقات التكنولوجية المترتبة عنها، لم يعد خفياً عن أحد، بحيث أدى تنامي إنتاج المعارف إلى ما أصبح يعرف بــ "الثورة المعرفية" أو الإنفجار المعرفي والإلكتروني"، وتتقادم المعرفة المنتجة، سريعاً لتحل مكانها معرفة من نوع أرقى، من ذلك أن بعض الإبتكارات التكنولوجية تصبح متخلفة، حتى قبل بلوغها طور الإستخدام، وهذا يؤدي إلى تزايد حاجة المجتمعات إلى المخترعين والمنتجين للمعرفة، وإلى خصوبة الخيال، وذلك لمواكبة إيقاع التطور المعرفي الراهن، كون المعلومات والمهارات والقدرات والكفايات، أصبحت اليوم أكثر ضرورة لبقاء الأمم، حيث أن السوق العالمي، لم يبق سوى المنافع والخدمات فقط، بل سوق الأفكار أيضاً، تلك الأفكار التي سرعان ما يتجاوزها الزمن ويتحتم تجديدها بإستمرار.
بالإضافة إلى أن التقدم الهائل والسريع في وسائل الإتصال، والمواصلات، ونظم نقل المعلومات الإلكترونية بين الدول، أدى إلى إختراق الحدود السياسية والجغرافية، ليساعد ذلك على إختصار بعدي الزمان والمكان، بين مناطق العالم المختلفة، هذا دفع كثير من المفكرين والعلماء، إلى الإعتقاد بأن هذا العالم المتزامي الاطراف تحول في فترة زمنية، وجيزة إلى قرية كونية واحدة، كل عضو فيها سواء أراد أم أبى عليه أن يؤثر ويتأثر بغيره بطريق مباشر أو غير مباشر، وأصبح مصطلح الكونية أو العولمة هو أكثر المصطلحات إرتباطاً بمجتمع الحاضر والمستقبل، وأكثر المفاهيم إنتشاراً، وبناء على ذلك، لا تستطيع أية دولة حكومة وشعباً في هذا العالم أيّاً كانت وأينما كانت، أن تعيش في عزلة أو إنفصام عما يدور حولها من تغيرات، وتطورات فكرية، وتكنولوجية في مجالات الحياة المختلفة.
