يرى الكتاب أن الانهيار المالي الذي ضرب الأسواق الأميركية والعالمية في صيف 2008، وضع نقطة النهاية، لحقبة سيادة الليبرالية المتطرفة والأحادية الأميركية على النطاق العالمي. يبدأ باستعراض التطورات التقنية والاقتصادية التي مهدت لتسارع العولمة وانتصار الليبرالية المتطرفة. ثم يستعرض التطورات الجيوسياسية التي رافقت الحرب الباردة، وساهمت بتوسع الإمبراطورية الأميركية، في سياق مسار تاريخي أدى إلى ذلك الانتصار. ويعطي الكاتب أهمية خاصة، لمقدمات الانهيار السوفياتي وأسبابه، والدروس التي يمكن استخلاصها منه، نه كان الممر الإلزاني للانتقال من الثنائية القطبية إلى الأحادية القطبية. بعدها يلخص السمات التي تميزت بها الرأسمالية المعاصرة بظل النهج النيوليبيرالي، وتداعيات دينامياتها، وصولاً إلى الأزمة الراهنة. وينتقل إلى غرض الخطوط الرئيسية للاستراتيجية الأميركية لمرحلة ما بعد الحرب الباردة، والمحطات التي اجتازها تطبيقها قبل أحداث 11 أيلول 2001 وبعدها. وحظيت أحداث الشرق الأوسط وحروبه بأهميتة مميزة في هذا المجال، لأنها كانت المسرح الأساسي لذلك التطبيق. ويعطف الكاتب الفشل الاقتصادي لليبيرالية المتطرفة والفشل السياسي والعسكري للولايات المتحدة في مرحلة قيادتها الأحادية، إلى صعود القوى العظمى الجديدة، ليستنتج دخول العالم مرحلة انتقالية من الأحادية إلى التعددية القطبية. واستناداً إلى المعطيات الاقتصادية والجيوسياسية الراهنة، ووجهة تطورها المحتملة، يستشرف معالم المشهد العالمي الناشيء، ورهانات أقطابه الأساسية. وفي الختام، يحاول الكاتب من خلال دراسة التوزع المستجد للقوى في الشرق الأوسط الكبير، وطبيعة الاستقطابات التي يتعرض لها، تلمس الفرص الموضوعية المتاحة للتغيير التقدمي، عالمياً وإقليمياً وعربياً، وشروط ترجمتها الميدانية.
