يظهر الكاتبان أنّ إلغاء الدين شرطٌ ضروري ولكنّه غير كافٍ، إذ يجب أن يكون مصاحباً بإجراءاتٍ أخرى مثل إسترجاع الخيرات التي جرى الإستيلاء عليها بصورةٍ غير مشروعة، والتنازل عنها لصالح الشعوب التي سلبت منها، ويقترحان دروباً بديلة للتمويل سواءً على الصعيد المحلّي أو الدولي، كما يثيران أيضاً السؤال التالي: مَن الدائن ومن المدين؟ ويساندان مطلب الإصلاحات الذي قدّمته الحركات الإجتماعية في الجنوب.
عبر خمسين سؤالٍ وخمسين جواب، يشرح هذا الكتاب على نحوٍ بسيطٍ ودقيق كيف ولماذا وصلنا إلى مأزق الدين، ويشير بوضوح عن طريق رسوم بيانية وخرائط وجداول إلى مسؤولية حماة الليبرالية الجديدة والمؤسسات المالية الدولية والبلدان المصنّعة، لكن يبرز كذلك مسؤولية حكّام الجنوب.
إنّه كتاب يفصّل دور مختلف الفاعلين والدواّمة التي وضعت فيها البلدان النامية، والسيناريوهات الممكنة للخروج من المأزق، وبدائل المديونية... ويعرض مختلف الحجج الأخلاقية والسياسية والإقتصادية والقانونية والبيئية التي يرتكز عليها مطلب الإلغاء التامّ وغير المشروط للدين الخارجي العام للبلدان النامية.
