تحت عنوان "إصلاح المال" يقدم أ.د. مسفر بن علي القحطاني دراسة في ضوابط فقه المعاملات المالية تهدف إلى الربط بين الضوابط الفقهية في مجال المعاملات المالية المعاصرة التي يحتاجها الإنسان المسلم في عصرنا الحاضر، يمكن اعتبارها مرجعاً لغير المتخصصين في علوم الشريعة لمعرفة أحكام المعاملات المالية من خلال هيكلة واضحة لنظرية العقد.
يبدأ الكتاب بمبدأ حول الاقتصاد الإسلامي ودوره في البناء التنموي للمجتمعات الإسلامية يتبع ذلك ستة مباحث، جاء المبحث الأول ليشرح المقصود بالعقود، وأهمية الضوابط الفقهية في دراسة المعاملات المالية المعاصرة وأهم الضوابط العامة في العقود المالية. بينما يوضح المبحث الثاني ماهية الضوابط المتعلقة بوسائل الإيجاب والقبول سواء كانت لفظية أو كتابية أو إلكترونية وغيرها، أو شروط صحة الإيجاب والقبول بصيغ العقود المعاصرة، وخصص المبحث الثالث للضوابط المتعلقة بالعاقدين أو (أطراق العقد)، وتشمل شروط العاقدين من وجود الأهلية والولاية، وما يتعلق بالرضا وضوابطه في العقود المعاصرة. أما المبحث الرابع فكان في الضوابط المتعلقة في المعقود عليه (محل العقد)، كالقابلية بحكم العقد شرعاً، وكون المحل معلوماً لطرفي العقد، والقدرة على تسليمه وكونه موجوداً وظاهراً. ويولي المبحث الخامس الاهتمام للآثار العامة وأسباب انتهائها، من خلال بيان الآثار العامة والخاصة للعقود وبيان أهم الضوابط في أسباب انتهاء العقد، وتقسيمات العقود لدى الفقهاء، ويأتي المبحث السادس والأخير في التكييف الفقهي للمعاملات المالية المعاصرة وأثره في استنباط الأحكام. ويختتم الكتاب بعرض المؤلف لعدد من البحوث العلمية المحكّمة بهدف إفادة القارئ ببعض المسائل الفقهية المعاصرة.
