فإذا ذهبنا مذهب جون وايزمان John Wiseman في تقسيمه لمراحل التطور السياسي والإجتماعي في إفريقيا - منذ فترة تصفية الإستعمار - لإستطعنا تحديد ثلاث مراحل أساسية، أولها: المرحلة المبكرة التي تشمل معظم سنوات تصفية الإستعمار وبداية تحقيق الإستقلال الوطني فقد تم تأسيس نظم ديمقراطية ليبرالية في معظم الدول الإفريقية لتسهيل عملية نقل السلطة إلى الزعماء الوطنيين، واتسمت الفترة المصاحبة لموجة الإستقلال الوطني التي شهدتها إفريقيا في الستينيات بالتفاؤل المفرط والشعور بالزهو والحماس من أجل الإنطلاقة التنموية الإفريقية، ولا يخفى أن المناظرة الإفريقية خلال هذه المرحلة سيطر عليها جملة من القضايا العامة، لعل من أبرزها إشكالية بناء الدولة القومية وطبيعة النظام السياسي الأمثل وأيديولوجية تحقيق التنمية السياسية.
