تنطلق السياسة النفطية السعودية من موقع المملكة العربية السعودية في السوق النفطية بوصفها تمتلك أكبر احتياطي نفطي مثبت في العالم؛ إذ تشكل نسبة هذا الاحتياطي نحو خمس الاحتياطي العالمي. كما أن ثمة دوراً مهماً للنفط وإيراداته في الاقتصاد الوطني السعودي، حيث يشكل قطاع النفط أكثر من ثلث الناتج المحلي الإجمالي، بينما تشكل إيراداته نحو ثلثي الإيرادات العامة، فضلاً عن قدرات المملكة الاحتياطية والإنتاجية في مجال الغاز الطبيعي وتصنيع النفط. لذلك تهدف السياسة النفطية السعودية إلى تحقيق الاستقرار في الإيرادات من النفط بما يخدم أهداف تنمية الاقتصاد الوطني السعودي وتنويعه والمحافظة على حصة النفط في استهلاك الطاقة واستمرار النمو في الطلب عليه، كما تسعى إلى استقرار السوق النفطية بما يخدم البلدان المنتجة والمستهلكة ونمو الصناعة النفطية مع عدم الإضرار بنمو الاقتصاد العالمي.
تهدف الدراسة إلى البحث في وجود الاتسـاق من عدمه بين سـلوك المملكة العربية السـعودية الإنتاجي والنظرية الاقتصادية، ودور المملكة فـي تحديد السعر النفطي في منظمة البلدان المصدرة للنفط "أوبـك"، ومن ثـم السوق العالمية للنفط الخام، مما يتطلب هيكلة أدوار ومرجعية الدور السعودي في تلك السوق.
