ولأن كثيراً من الإخفاقات التي تحصل في التعامل مع النص تأتي من بوابة التنزيل والتطبيق، فكما أن للفهم قواعده فللتطبيق قواعده أيضاً.
كثيراً ما يهتم العقل الشرعي بقواعد فهم النص، وهو بحاجة إلى تكثيف ذات الاهتمام بفهم قواعد التطبيق وتنزيل النص.
وعليه، يأتي هذا البحث كمحاولة جادة لدراسة القواعد الحاكمة لهذه المسافة بداية من قاعدة التدرج، ومروراً بقاعدة الاستطاعة، ووصولاً إلى قاعدة المصلحة
