وتعد القوى البشرية من أهم الثروات القومية، وبالتالي فإنه مهما أُنفق على تنميتها من مبالغ فهو استثمار حقيقي يعود على الدولة والمجتمع بالنفع ومهما صرف عليها من وقت وجهد فهو في النهاية إسهام في تنمية القوى البشرية العاملة وتعزيز طاقتها الإنتاجية، ولا شك أن معظم الدول تهتم بتنمية وتطوير القوى العاملة لديها من خلال البحوث والدورات والتدريب للنهوض بمستوى العمل المقدم ورفع قدراته لتحقيق الأهداف المنشودة.
