يشكل هذا الكتاب دراسة في مبادىء (الحوكمة) وتطبيقاتها في كل من الدنمارك ولبنان، وذلك بهدف معرفة مدى إمكانية الإستفادة من التجربة الدنماركية في الإصلاح الإداري في لبنان من حيث القوانين، وأساليب وطرق العمل، فضلاً عن تنظيم شؤون العاملين وغيرها من قضايا يمكن أن تساهم في إبعاد حالات الفساد الإداري والمالي، وإخضاع المؤسسات للرقابة والمتابعة والمساءلة، من جمهورها الداخلي أو الخارجي.
وتحقيقاً لهذا الغرض يوزع الكاتب دراسته على فصول ثلاثة: جاء الفصل الأول بعنوان "مفهوم وتاريخ الحوكمة" ويستعرض مفهوم الحوكمة وأهميتها وأهدافها من الناحية القانونية والإقتصادية، كما يستعرض الأبعاد التاريخية للحوكمة قديماً وحديثاً، وبعض النظريات في تطبيقاتها الحالية في دول أوروبية، وأمريكا، وآسيا اللاتينية.
أما الفصل الثاني فجاء بعنوان "مفهوم الإدارة والإصلاح الإداري" ويسرد فيه الكاتب أهداف وأهمية ودور هذا المفهوم، وتطبيقاته العملية في تقويم الأداء للمؤسسات، وأهميته في إبعاد شبح الفساد الإداري والمالي عنها، مع عرض لنماذج من بعض التطبيقات العالمية في الدول الأوروبية والأمريكية والدول المتقدمة عموماً والنامية أيضاً ...
ويأتي الفصل الثالث والأخير بعنوان "الحوكمة ودورها في الإصلاح الإداري"، ويتناول فيه الكاتب دور الحوكمة الإدارية والقانونية والسياسية والإقتصادية في تقديم عمل المؤسسات، دراسة مقارنة في كل من (الدانمارك ولبنان)، كما يسرد فيه الكاتب، كل المعطيات الخاصة بكيفية قيام الدولة الدنمركية في إصلاحها الإداري قانوناً وإدارة، ومقارنتها مع الإصلاح الإداري الحالي في لبنان ...
