إن طرح التساؤل حول إستراتيجية المكافحة على الصعيدين الدولي والوطني في مجال مكافحة الاتجار بالبشر أصبح ملحاً، بحسبان أن ذلك يساهم في والوفاء باحد الالتزامات الدولية في مكافحة تلك الظاهرة من قبل أعضاء الأسرة الدولية المكونة لمنظمة الأمم المتحدة، ومن شأنه أن يخرج العديد من الدول من قائمة الدول غير المتعاونة في مجال مكافحة الاتجار بالبشر كما تردد التقارير الدولية.
وإذا كنا قد تخيرنا لهذا الدراسة عنواناً يتعلق بإستراتيجية المكافحة، فما ذلك إلا لأن الدراسة تهدف إلى إيضاح وتنظيم النشاطات والوسائل المتاحة دولياً ووطنياً بغية تحقيق أهداف السياسة الجنائية في مواجهة هذا النمط الإجرامي. فالإستراتيجية هنا ليست إلا مجموعة الأساليب والوسائل التي توصل إلى أهداف السياسة الجنائية.
وفي الإجابة على هذا التساؤل، ورغبة منا في المساهمة في رسم إستراتيجية دولية ووطنية لمكافحة ظاهرة الاتجار بالبشر، فإننا سوف نستعرض دراستنا من خلال فصلين: نطل في مبتدأها على الملامح العامة لظاهرة الاتجار بالبشر، وهذا يتناول مفهوم هذا النمط الإجرامي الجديد وبيان مخاطره (المبحث الأول)، ثم نتبعه ببيان حجم وأسباب تلك الظاهرة والأنماط المختلفة لها (المبحث الثاني). ثم نعالج في فصل ثان أساليب المكافحة الدولية والوطنية للاتجار بالبشر، نبين فيه معالم الإستراتيجية الدولية لمكافحة الاتجار بالبشر (المبحث الأول)، ثم مكافحة الاتجار بالبشر في التشريعات المقارنة (المبحث الثاني). ونردف كل ذلك بخاتمة نضمنها بعض التوضيات من أجل تفعيل سياسة مكافحة هذه الظاهرة الإجرامية.
وإذا كانت دراستنا تتبع بحسب الأصل منهجاً مقارناً يجمع بين الوصف والتحليل، يستهدف رصد الملامح لعامة للظاهرة دون الارتباط أيضاً بدولة محددة، إلا أننا سوف نركز عند رصد الظاهرة على بعض ملامحها بصفة خاصة في جمهورية مصر العربية، وفي المملكة العربية السعودية.
