تدخل السياسة الدولية مرحلة جديدة لم يتردد المفكرون معها في طرح رؤاهم لما ستكون عليه نهاية التاريخ وعودة التنافس التقليدي بين الدولة القومية وتراجع القومية عن التجاذب المتضارب بين النزعة القبلية والنزعة الكونية إلى جانب قضايا أخرى. ويقول هانتيجتون في كتابه هذا بأن لكل رؤية من هذه الرؤى نصيب من الحقيقة، ومع ذلك فإنها جميعاً تفتقد جانباً حاسماً بل محورياً في الحقيقة لما ستكون عليه السياسة الدولية في السنوات القادمة. مضيفاً بأن افتراضه يقوم على أن المصدر الأساسي للصراع في هذا العالم الجديد لن يكون إيديولوجياً أو اقتصادياً في الأساس. فالتباينات بين الجنس البشري والمصدر المحوري للصراع ستكون ثقافية، وستظل الدول القومية أكثر الوحدات الفاعلة في الشؤون الدولية، غير أن الصراعات الأساسية في السياسة الدولية ستقع بين دول وجماعات صاحبة حضارات مختلفة، وسيهيمن صراع الحضارات على السياسة الدولية. وستكون الفوارق الفاصلة بين الحضارات بمثابة خطوط القتال في المستقبل. وسيشكل الصراع بين الحضارات آخر مراحل تطور الصراع في العالم المعاصر.
تمثل رؤية هانيتجتون هذه في مسألة الصراعات العالمية المستقبلية الركيزة التي انطلق منها لاستشفاف آفاق الصدام الذي سيقوم بين الإسلام والغرب ذاك الغرب الذي وجد في الإسلام خطراً يحدق به وباتت الحضارة الإسلامية في نظرهم "خطر أخضر" يهدد الكتاب.
