بتاريخ 19 يناير سنة 2004 صدر أمر رئيس جمهورية مصر العربية رقم 1 لسنة 2004 بتعديل بعض أحكام أمر رئيس جمهورية مصر العربية رقم 1 لستة 1981 بإحالة بعض الجرائم إلى محاكم أمن الدولة "طوارئ" وقد أخرج بعض الجرائم من اختصاص محاكم أمن الدولة "طوارئ" سواء منها العليا أو الجزئية وأبقى على البعض منها. وذلك من تاريخ العمل به وهو 19/1/2004. ومن أجل هذا المؤلف متضمنا الجرائم التي مازالت من اختصاص محاكم أمن الدولة "طوارئ" العليا أو الجزئية بحسب الأحوال.
