إن الدول التي تتخذ أشكالاً مختلفة في المجتمعات المختلفة، تبعاً لمؤثرات سوسيولوجية عامة، من هذا المنطلق يحاول الباحث في هذا الكتاب أن يجري تحليلاً فعلياً لشتى أنماط الدولة التي تكونت في كل واحد من المجتمعات تبعاً لتاريخه الخاص وذلك على ضوء دراسة تناولت علم اجتماع الدولة. جاءت تلك الدراسة ضمن أقسام ثلاث وفصول. في القسم الأول تناول الباحث الحديث عن الدولة في النظرية الاجتماعية والحدس في علم الاجتماع الكلاسيكي وفشل علم الاجتماع المهيمن في الزمن المعاصر. وانتقل في القسم الثاني للحديث عن الدولة، المجتمعات التاريخية والدولة وتقسيم العمل والرأسمالية والدولة والبنية الاجتماعية، والدولة الثقافة، ثم انتشار الدولة من أوروبا إلى المجتمعات التابعة، ثم تحدث عن الدولة المركز والسلطة في المجتمعات المعاصرة والحكم بواسطة المجتمع المدني وضعف البيروقراطية في القسم الثالث.
