تدور أحداث هذا الكتاب المقسم الى ملجدين حول المؤتمر السنوى الثامن عشر للبحوث السياسية والذى عقدة مركز البحوث والدراسات السياسية بكلية الاقتصاد والعلوم السياسية بجماعة القاهرة ويحاول المؤتمر مناقشة عدة مواضيع ويجيب عن عدة تساؤلات وهى لماذا جمدت أدوار الجامعات ومراكز البحث العلمى فى مصر ؟ ولماذا بهتت مواقفها داخل النسق الاجتماعى ولماذا تكاد تتوقف الجامعات عن التأثير فى المحيط الاجتماعى والاقتصادى والسياسى ؟ ولماذا حدث انفصال وربما قطيعه بين الجامعة و المجتمع وتحاول الاجابة على كل ذلك بغية البحث عن دور الجماعة المأمول فى المجتمع المصرى كقاطرة لمستقبل التعليم العالى الذى هو أحد أدوات التغيير الثقافى وعنصر مهم فى تشكيلات الاصلاح الاجتماعى الشامل فى المجتمع المصرى ويحاول هذا المؤتمر رصد عدد من القضايا الاستشراقية المستقبلية وتوضح التحديات التى تواجهها سياسة التعليم العالى فى مصر فى كافة جامعاته حيث ثم مناقشة عدد من القضايا منها التمويل ودور الجامعات فى العالم العربى والاسلامى فى بناء النسق الثقافى والحضارى للازمة واسباب فشل هذا الدور ومقوماته خاصة المامول منه إثارة دور التحولات الاجتماعية والعمليات التنوية والعمارة الداخلية لأبنيه التعليم وغيره .
