شهد العالم في العقود الأخيرة تحولات كبيرة ، حيث أن الدول النامية عرفت توجهاً كبيراً غداة استقلالها – بعد النصف الثاني من القرن العشرين – إلى ما يُعرف بالتنمية الشاملة – ولا سيما التنمية الاقتصادية – وهذا للتخلص من الأوضاع المزرية التي كانت تعيشها هذه الدول والموروثة من العهد الإستعماري ، وقد اتسمت هذه الأوضاع عموماً بالتخلف الكبير في شتى الميادين الاقتصادية منها والإجتماعية والسياسية .
وفي إطار سعي الدول المتخلفة إلى تحقيق التنمية الاقتصادية ، والدول المتطورة إلى زيادة النمو الاقتصادي ، شهد العالم نمواً كبيراً للإنتاج الصناعي وتحسناً مستمراً في ظروف المعيشة ، مما أدى إلى زيادة مطردة في عدد السكان ولدّت إرتفاعاً مذهلاً في الإنتاج والإستهلاك العالمي ؛ وهو ما صاحبه تزايد واستفحال كبير للنفايات الصناعية والغازات السامة المنبعثة من مداخن المصانع . وبتراكم هذه النفايات والغازات ، بدأ مستوى التلوث الناجم عن الأنشطة الصناعية – بشكل عام – يشهد ارتفاعاً كبيراً إلى درجة أصبحت معها حياة الإنسان في خطر ؛ وما المشاكل البيئية الخطيرة التي يشهدها العالم اليوم إلا دليلاً قاطعاً على ذلك والتي تتمثل أساساً في : توسع ثقب الأوزون ، الإحتباس الحراري ، التغيرات المناخية العالمية ، الأمطار الحمضية ، تلوث الهواء .... الخ .
ويأتي هذا الكتاب لتسليط الضوء على أسس ومبادئ إقتصاديات البيئة والتنمية المستدامة ، حيث تم تقسيمه إلى أربعة فصول ، تناولنا في الأول منها مفاهيم أساسية حول البيئة الطبيعية والتلوث . أما الفصل الثاني فاستعرضنا فيه الإطار النظري لاقتصاديات البيئة والموارد الطبيعية ؛ في حين اقتصر الفصل الثالث على تحليل وتبيان الجوانب الاقتصادية لظاهرة التلوث البيئي وكذا الآليات الاقتصادية والتنظيمية المتبعة للحد منه . أما الفصل الرابع والأخير فقد تطرقنا بشيء من التفصيل إلى ماهية التنمية المستدامة والأسس النظرية لها ، أبعادها ، مؤشراتها وكذا المؤتمرات العالمية التي اهتمت بشأنها . والله من وراء القصد .
