أراد الإمام زين العابدين للدولة أن تكون قد شربت من تعاليم السماء وأحاديث رسول الله صلى الله عليه وسلم. وفي رسالة الحقوق للإمام زين العابدين دستور خالص ونظام للإنسانية اجتمعها بين فيها حقوق المسلمين بعضهم على بعض. أما أفلاطون فهو يرى أن زوال بؤس الدولة وزوال شقاء النوع الإنساني غر ممكن ما لم يملك الفلاسفة أو يتفلسف الملوك والحكام فلسفة صحيحة تامة. أي ما لم تجتمع القوتان السياسية والفلسفية في شخص واحد.
وفي هذا الكتاب يعقد المؤلف مقارنة لطيفة بين الإمام السجاد وأفلاطون يعرض من خلالها للدولة الإسلامية المعاصرة مستوحاة من فكر الإمام السجاد عليه السلام. إذ يرى ضرورة أن تؤسس هذه الدولة على أحكام الشريعة الإسلامية الحقة.
يقع هذا الكتاب في قسمين: القسم الأول يتألف من ثلاثة فصول وفصل تمهيدي يتحدث فهي المؤلف عن الفرق بين الخلافة والإمامة ويعرض لإمامة زين العابدين. أما الفصل الأول فيتحدث عن نسبه الشريف من قبل الأب والأم، ومكان ولادته وكنيته وألقابه ونشأته. أما الفصل الثاني فهو يتحدث عن مبررات قيام الدولة الإسلامية، واستعمال المصطلحات الغربية وخطأه في الفكر الإسلامي. في حين يتحدث الفصل الثالث عن المدينة الفاضلة عند الإمام علي بن الحسين أو الدولة الإسلامية ومكوناتها وحق الله والعبودية وحق الذات.
ويتألف القسم الثاني من فصلين: الفصل الرابع يتحدث عن نشأة أفلاطون وحياته ومكانته في عالم الفكر وأهم كتبه. في حين يعرض الفصل الخامس للسياسة والدولة عند أفلاطون، وفلسفة أفلاطون في مكونات المدينة الفاضلة ويعرض المؤلف في الخاتمة لبعض العقبات في طريق الدولة الإسلامية. وحاجة الدول الإسلامية إلى موسوعة أحكام شرعية واجتماعية جديدة.
