لقد وجد المفكرون القوميون شعوباً تتكلم اللغة العربية فظنوا أنها أمة عربية وسموها بذلك. لكن الحقيقة أن العروبة معطى طبيعي مثل الأشجار والرمال، أما الأمة فمفهوم يتم تطويره بشكل عملي مقصود ويبنى لبنة لبنة في جهد مستمر وصيرورة أبدية. والحال أن الممارسة السياسية خلال الربع الأخير من القرن المنصرم كانت موجهة ضد إنشاء الأمة بكل تفرعاتها وطاقاتها حتى انجلى القرن العشرون عن كيانات مفككة متنابذة.
وهكذا فإن المؤلف يعالج في هذا الكتاب الغلط والوهم في النظرية القومية التي مورست في غضون نصف القرن الماضي ولم يكن مصيرها سوى الإخفاق الذريع. فبدلاً من الديموقراطية أنتجت أشنع أنواع الفاشية وباتت السلطة لا تدافع إلا عن نفسها وتسعى لتأبيد ذاتها، فحذف المجتمع المدني وصودرت حرية الكلام والبحث والتفكير. وغاب المثل الأعلى الأخلاقي في عالم العرب مما أوصل المجتمعات إلى فوضى لا يعرف معها أحد أين هو وإلى أين المفر.
