كيف نؤسس لبيئة قرآنية، هو السؤال الذي يشغل السيد حسن النمر الموسوي والذي يدور حوله الكتاب، وهو يفعل هذا من خلال تأكيده على ضرورة استحضار القرآن في الواقع الإسلامي، والإرتباط به بوسائل؛ أوجبها الله "بعضها موعداً بالعقوبة على من خالف أمره فيها، وندب إلى بعضها الآخر ووعد على فعلها الثواب الجزيل".
وفي ضوء الحديث عن البيئة القرآنية، والتي يعني بها المؤلف "نعمة التوفيق إلى حسن التعامل مع القرآن على المستويين الشخصي والعام" فإن من المناسب أن يتمحور هذا الكتاب في مستويات وضمن محطات مهد لها بمدخل عن "موقع القرآن الكريم في الفكر الإسلامي" واتبع ذلك بالحديث عن "معنى البيئة" فـ "لكل أمة عقلية خاصة تغلب على تفكير أبنائها" بمعنى إيجاد البيئة الصالحة لنشر الإسلام والإيمان بمبادئه. أما المحطة الثانية فهي للعواقب الحسنة للبيئة القرآنية وآليات تحقيق ذلك بما فيها "إستثمار المساجد والحسينيات" للنشاطات الدينية (القرآنية). وجاءت المحطة الثالثة في الكتاب بمثابة "توجيهات عامة" يحث المؤلف فيها على الإخلاص لله كونه فضيلة أخلاقية "هي روح العمل، فلو خلا منها كان بدناً بلا روح" ، ثم "المبدئية والمصداقية" والمبادرة إلى العمل بمضمون الدعوة، والتحلي بالأخلاق الحسنة والعمل على تطوير الذات، والصبر والتحمل، والعناية بالبسطاء والمستضعفين.
