رأت رواية "البحار" "Billy Budd" النور بعد موت مؤلفها هيرمن ملفل، إذ مات قبل أن ينجز عمله عليها. فكان أن جمعت من الأوراق المتفرقة والمسودات غير النهائية التي خلفها. وقد نشرت الرواية عام 1924، أي بعد ثلاثة وثلاثين عاماً من وفاة فلفل. تدور أحداث الرواية إبان حروب نابليون في مطلع القرن التاسع عشر، وهي تصف بأسلوب سردي واقعي، نمط حياة رجال البحر على متن سفينة حربية، وبخاصة بحار وسيم محبوب يدعي "بلي بض".
عمل بلي بحاراً على متن سفينة تجارية اسمها "حقوق الإنسان" قبل أن يستدعي للخدمة في السفينة الحربية "يلبيوتنت". وسرعان ما اكتسب البحار الجديد ثقة الجميع وإعجابهم ما عدا واحداً هو الضابط الغريب الأطوار كلاً غرت البحار بلي-زوراً-بأنه يدبر مؤامرة تمرد، وأبلغ ذلك إلى القبطان فيد، وهذه التهمة هي المحور الأساسي في أحداث القصة والسبب المؤدي إلى الخاتمة التي انتهت بها.
