وقد أمر بجمعه وحض على تأليفه أبو المسك كافور الإخشيدي حاكم مصر آنئذ، وأختار للقيام بهذا العمل المؤرخ المصري عمر بن أبي الكندي.
والكتاب- على وجازته- يصور لنا الجوانب الحضارية بمصر آنئذ والتي أسماها المؤلف" فضائل مصر" حيث عالج تاريخ مصر القديم وفق منهج يستهدف بيان ما اختص به وطنه من مركز ممتاز بين بلاد العالم القديم، وما قدمه وطنه كذلك من خدمات جليلة للحضارة الإنسانية، والتي كان من أبرزها الجوانب الممتازة في الحياة العقلية في العصر الإخشيدي التي جعلت مصر آنئذ مركزاً للحركة العلمية والدينية، فيها يلتقي العلماء وإليها يفد الطلاب.
كذلك أبان المؤلف في رؤيته لفضائل مصر مايتمتع به أهلها من سلامة وأمن يكاد ينعدم في الأمصار الأخرى.
