إن الطلبة الموهوبين والمتفوقين ينتمون إلى مجتمع ذوي الإحتياجات الخاصة، ومن حقهم أن يحصلوا على فرص تربوية متكافئة تنسجم مع قدراتهم واستعداداتهم العقلية. إنطلاقا من نفس المنطلق الذي يستخدم لتبرير إدخال تعديلات على البرامج التربوية العامة لحل مشكلة الطلبة الذين يقعون في أدنى سلم القدرة العقلية، أو الذين يعانون من صعوبات في التعلم. إن التصدي الفعال لمشكلات مجتمعاتنا العربية الآنية والمستقبلية يحتم على كل المخلصين في مؤسساتنا التربوية أن يعملوا بكل الوسائل الممكنة لتهيئة المناخات الملائمة لأبنائنا الموهوبين والمتفوقين كي يتعلموا بالسرعة التي يستطيعون وبالقدر الذي يستوعبون. وإذا كانت الدول المتقدمة كبراهن على أبنائها الموهوبين والمتفوقين في صناعة مستقبلها والحفاظ على تقدمها، فان دولنا العربية لذلك أحوج لهذه الثروة الوطنية القومية من أبنائنا ...
