يرى السواد الأعظم من المحللين أن السياسة الخارجية هي التفسير العقلاني لسلوك الدولة المعبر عن توجهاتها ومواقفها إزاء الدول الأخرى على صعيد المسرح الدولي، وبناء على ذلك فإن تتبع السياسة الخارجية الأمريكية يبرز عدة توجهات خارجية مختلفة وفقًا لمعطيات الموقف الدولي وطبيعة النظام الدولي القائم.
ولقد نجحت إدارة "بوش" الابن في جعل هدف مكافحة الإرهاب- باعتباره شرطًا مبدئيًا لهدف كفالة الأمن القومي- محركًا للسياسات العالمية وفي نفس الوقت مبررًا لكل تحركاتها وقراراتها الخارجية، هكذا جاء غزو العراق واحتلاله في إبريل 2003، ومن قبل غزو أفغانستان واحتلالها في أكتوبر عام 2001 أبرز ملامح الاستراتيجية الأمريكية الجديدة التي وجدت في أحداث الحادي عشر من سبتمبر مسوغًا منطقيًا ومقبولًا لإطلاق حرب بلا هوادة على الإرهاب ومعاقله ولعل أبرزها والأكثر استهدافًا كان عراق صدام حسين.
وفي واقع الأمر يطرح العديد من المتخصصين سؤالًا جوهريًا مفاده "هل كانت أحداث الحادي عشر من سبتمبر تمثل لحظة منشئة للاستراتيجية الأمريكية الجديدة المناهضة للإرهاب أم كاشفة لها؟" بمعنى آخر هل الأبعاد الأساسية للاستراتيجية الأمريكية تمثل أبعادًا جديدة تمامًا سواء من حيث إدراك المخاطر وأولوياتها ومصادرها وتحديد كيفية التعامل معها؟ أم أنها قائمة وكامنة في العقلية المهيمنة الأمريكية منذ نهاية الحرب الباردة وتحديدًا منذ سيطرة المحافظين الجدد على مقاليد الحكم في البيت الأبيض؟
