من خلال التجربة القاسية التي مر بها عبد الرحمن زيتون في نيو أورلينز بعد إعصار كاترينا، يرسم دايف إيجرز صورة يصعب محوها لكيف كانت تدار الأزمات في عهد بوش الابن. زيتون هو مقاول ناجح من أصل سوري، قرر البقاء في يو أورلينز ليحمي أملاكه بعد أن فرت أسرته من الإعصار. وجد زيتون قارباً صغيراً واستخدمه لينقذ الناس المعزولين بسبب الإعصار والفيضان الذي تلاه. ولكن قبضت عليه فرقة مسلحة وحبس في سجن جماعي.. وانزلق في دوامة من القسوة البيروقراطية التي قد تسحق الإنسان. وعندما اتهمه أحد حراس السجن بأنه ينتمي إلى القاعدة، أدرك زيتون أن عرقه وأصوله قد تكون تفسيراً للمحنة التي وجد نفسه فيها.
