لا يزال المسلمون يعيشون صراعاً داخلياً عميقاً، ودون أن يشعروا عمق هذا الصراع، لقد أخذناه كمسلمة نهائية، مع أنها كانت في زمن حدوثها تجربة بشرية خالصة وعميقة، بل وخلافية، فلم يكن اختيار الخليفة بعد الرسول (صلى الله عليه وسلم)، إلا فلتة وقى الله شرها، لا تزال في مربع سقيفة بني ساعدة، بل تأخرنا درجات ودرجات: لم يتقدم الفكر السياسي عند المسلمين، تحول مبكراً إلى ملك عضوض وجبري، ومع الحاضر انضمت الأحزاب الدينية إلى طلب هذه السلطة السياسية (الإمارة) والموصوفة بالنص النبوي بأنها خزي وندامة يوم القيامة، وإن كان حكام الماضي أخذوا هذه السلطة باسم مصلحة الدنيا، وحقهم البشري في الحكم، فإن الأحزاب الدينية المؤدلجة، لقد أخذتها باسم الله تعالى، لقد تخلف الفكر السياسي المعاصر عند المسلمين، درجة أخرى عمّا كان عليه في القرن التاسع عشر (عصر النهضة)، في ذلك العصر كتب الكواكبي (1855- 1902) كتابه المشهور (طبائع الإستبداد ومصارع الإستعباد) داعياً إلى نظام شوريّ وهو النظام الذي اهتدت إليه أمم الغرب حسب قوله.
