يتسم تراث البشرية بأنه تراث هائل وواسع ومتنوع، وقد علم القرآن البشرية كيف تستفيد من تراثها وكيف تبني عليه، وتجعل منه الخير النافع الصالح المفيد، من ذلك التراث المتواكب أجزاء يبنى عليها ويستفاد منها، وهكذا استعرض القرآن الكريم في آياته الحكيمة تراث النبيين والمرسلين وأممهم مساعدًا بذلك على انفتاح خزائن التراث الإنساني والإسلامي أمام بناء الحضارة الإسلامية ومن هذا التراث العظيم كتاب "الرتبة في طلب الحسبة" وهو مخطوط تراثي لم يسبق تحقيقه، ودراسته من قبل، ومؤلفه الماوردي أول من صنف تصنيفًا منظمًا في موضوع الحسبه، بدأه في باب من أبواب كتاب (الاحكام السلطانية) ثم أفرد له مؤلفًا مستقلًا هو كتاب (الرتبه في طلب الحسبة) وقد أبرز الإمام الماوردي الهوية الإسلامية لمؤسسة الحسبة من حيث كونها مؤسسة إسلامية تقوم بالإشراف على النشاط الأقتصادي للدولة، وكذلك اوضح وظائف المحتسب التي نقف من خلالها على دوره في مراقبة وتوجيه النشاط الاقتصادي وملاءمته لذلك العصر، وقد قام على تحقيق ودراسة هذا الكتاب مجموعة من الخبراء الشرعيين والإقتصاديين المتخصصين في هذا المجال.
