الولاية العامة للفقيه وظيفة عملية ومنصب اعتباري جعله الله تعالى في حالة غياب النبي والأئمة للفقهاء الجامعين لشرائط الفقاهة. وتتحدد صلاحية النبي والإمام والفقيه كما يأتي، ولا تتحدد المنزلة والفضل. والفقيه هو المجتهد الجامع لشرائط الفتوى والحكم، العادل الورع الذي لم ينكب على الدنيا ولا حريصاً عليها، العارف بأهل زمانه والمواكب لتطوره. ويقول الإمام الخميني: "ولا ينبغي أن يساء فهم ما تقدم، فيتصور أحد أن أهلية الفقيه للولاية ترفعه إلى منزلة النبوة أو إلى منزلة الأئمة؛ لأن كلامنا هناك يدور حول المنزلة والمرتبة، وإنما يدور حول الوظيفة العملية، فالولاية تعني حكومة الناس وإدارة الدولة وتنفيذ أحكام الشرع، وهذه مهمة شاقة، ينوء بها من هو أهل لها من غير أن ترفعه فوق مستوى البشر".
أفكار يطرحها الإمام الخميني حول الفقيه وولايته فتح من خلالها الباب للخوض فيها، فإنها أبحاث علمية وأدلة شرعية عليها، مع شيء من تفضيلات الحكومة وتشكيلاتها كما سوف يتبين للقارئ في هذا الكتاب، يخوض المؤلف في هذه الأفكار ويفصلها بالشكل المطلوب مع ذكر الفروع المستحدثة المختلفة في الولاية والحكومة وتسلسل أوامرها على الشكل الهرمي مروراً بشروط الولي والمرجعية واتحادهما، مع تحديد ذلك في هذا الزمان. مختتماً بوعد الله بأهل قم في رايات خراسان وكونهم حجة الله في آخر الزمان، وبحزب الله الرسالي، كمفهوم قرآني واجب التطبيقات في كل العالم، ومن ثم تسليط الضوء على حزب لبنان الله كمصدق لهذا المفهوم، وكونهم حجة على العالم الإسلامي وسوط الله في أرضه، مع بيان دستوره الرسالي في رقي المجتمعات.
