إن الذي يتمعن في الجذور التاريخية لإقامة صرح تجمع دول الساحل والصحراء (س،ص) سوف يجدها قد نمت وترعرعت من خلال المحاولات العديدة والكثيرة للمؤتمرات والمنظمات التي تأسست عبر عقود القرن العشرين وكانت، ومنذ بداية الإستعمار للقارة الأفريقية وتجزئيتها، تنادي بوحدتها. فقد ولد هذا التجمع من رحم تلك المحاولات التي لم يكتب لها النجاح نظراً لعدم جدية مواقف بعض الساسة الأفارقة الذين ارتضوا لأنفسهم الإرتماء في أحضان المستعمرين بدلاً من الإرتماء في أحضان أوطانهم. فانتفضت الجماهيرية الليبية انطلاقاً من مبادئها الداعية إلى التحرر والإستقلال التام من سيطرة النفوذ الأجنبي ودعت إلى تأسيس المنظمة الإقليمية (س، ص)، فاستجابت لها نحو (21) دولة أفريقية مستقلة لإقامة فضاء سياسي إقتصادي إندماجي شامل ينفد من خلال مخطط تنموي متكامل في شتى المجالات.
ونظراً لأهمية هذا التوجه الجديد في المجالات السياسية والإقتصادية والإجتماعية للقارة الأفريقية، ارتأى المؤلف تسليط الضوء على هذه الجوانب من خلال تفاعلها مع العوامل الجغرافية التي تشكل بيئة ذلك الفضاء الكبير ليخرج منها بحصيلة مفادها أن ضخامة الموارد الطبيعية والبشرية والإقتصادية التي تمتلكها القارة يمكن أن تقود إلى إقامة تجمع سياسي إقتصادي أفريقي متكامل بلا حدود في ظل الواقع الجغرافي السياسي، وكذلك في عالم تسوده التكتلات والتجمعات الإقتصادية. وقد أصبح ذلك أمراً ممكن تحقيقه في عام (1998) ليشكل بذلك القاعدة العريضة للولايات المتحدة الإفريقية المزمع إنشائها في المستقبل القريب؛ على غرار ما أخذت به كثير من دول العالم باختلاف أنظمتها السياسية والإقتصادية، حيث دفعهم إلى ذلك طبيعة الحاجات والظروف التي يمر بها عالم اليوم.
