تعالج هذه الدراسة الأوضاع التي أحاطت بتأليف لجنة التوفيق الدولية التابعة للأمم المتحدة بشأن فلسطين بموجب قرار الجمعية العامة رقم 194، وتتتبع، بصورة مفصلة، أعمالها ونشاطاتها خلال الأعوام الثلاثة الأولى، مروراً بمؤتمر لوزان الذي عقد في إطارها. وتبين الدراسة أسباب فشل اللجنة من خلال رسم الحدود المتواضعة لما سمي آنذاك بـ "الرفض العربي في مقابل المناورات الإسرائيلية الناجحة"، ونتيجة سياسة إسرائيل في إيجاد حالات الأمر الواقع، وعدم ممارسة دور أميركي فعال لحمل إسرائيل على تنفيذ قرارات المنظمة الدولية.
