يشكل كتاب (الخلفاء والملوك) قراءة في سيرة وسياسة حكام وملوك الإسلام من الصدر الأول إلى العصر العثماني.
وفي هذا الكتاب يستعرض المؤلف ثلاثة من العصور في تاريخ الإسلام ويكتب في سيرة حكامها وملوكها متوقفاً عند آرائهم ومواقفهم من الحكم كما جاءت في المصادر التاريخية مكتفياً بنقل الأحداث والوقائع تاركاً الحكم للقارىء. وهي: 1- الصدر الأول، 2- في العصر الأموي، 3- العصر العباسي.
قسم الكاتب موضوعه إلى بابين في الباب الأول تكلم عن (الخلفاء والملوك في العهد الأول) سيرتهم وسياستهم وهي: أبو بكر (رضي الله عنه)، عمر بن الخطاب (رضي الله عنه)، عثمان بن عفان (رضي الله عنه)، يلي ذلك قراءة وتحليل المؤلف للأحداث التاريخية التي أعقبت حكم هؤلاء وخصوصاً الإختلاف حول (نص السقيفة) والأحقية في الخلافة.
أما الباب الثاني فتكلم فيه المؤلف عن (الخلفاء والملوك في عهد بني أمية) سيرتهم وسياستهم العامة، وهم: "معاوية بن أبي سفيان" (رضي الله عنه)، "معاوية ويزيد والإعداد للخلافة" ، يلي ذلك قراءة المؤلف للمواقف المختلفة من سيرة بني أمية وحكامهم فيما خص البيعة والسلطة والحكم وما شابه ...
وأما الباب الثالث فجاء في (الأمراء والخلفاء في عهد بني العباس) ونذكر منهم أبو مسلم الخراساني، المنصور، المأمون، المهدي، الهادي، الأمين، المأمون وغيرهم وصولاً إلى عصر الإنحطاط.
