يعالج الكتاب ، إشكالية التحركات السكانية في تاريخ لبنان المعاصر ، واتجاهاتها وتمركزها وتداعياتها المجتمعية والوطنية في إطار العوامل والظروف التي مهدت لها ، بدءاً من الموقع الجغرافي ، وليس انتهاءً بتأثر هيكلية الدولة بالموروث السياسي والإقتصادي لكل من السلطنة العثمانية والإنتداب الفرنسي . الذي عكس تخبطاً وفشلاً في إدارة الشأن العام ، على المستوى السياسي والإنمائي والإقتصادي والإجتماعي . وحوّل كفاءة اللبنانيين ومهاراتهم العلمية والمهنية ، سواء في الداخل أو الخارج ، مرة عاملاً إيجابياً ومصدراً للثروة ، ومرة أخرى سلبياً . حين قلّص من حجم قطاعي الزراعة والصناعة ، وكانت بيروت في كلا الحالتين ، من دون مناطق الأطراف ، تجني الأرباح الرئيسية ، الأمر الذي جعل منها ذات وفرة ، إن في ما يتعلق بالشأن الإجتماعي ، أم في السلوك الاقتصادي ، حتى وقفت في وجه باقي المناطق الطرفية ، وجعلتها عاجزة عن إيجاد مستويات تشبه الحياة فيها ، حيث لم يستطع سكانها أن يعيشوا حياة الكفاف . هذه السياسة التي انطلقت في عهد الإنتداب ، واستمرت بعد الإستقلال ، مروراً بمرحلة الحرب الأهلية والإحتلال الإسرائيلي ، أسهمت في انحدار سريع للأرياف ، وتضاؤل لدورها ، وبالتالي دفع قوي للنزوح نحو المناطق المدينية أو الهجرة إلى الخارج .
