يعد هذا الكتاب من بين المصادر المهمة لتاريخ مصر الحديث فى السنوات العشر الأولى من حكم محمد على باشا ( 1805-1848)، طال غيابه عن المكتبة العربية، رغم أنه طبع فى القاهرة عام 1925م، وصدر عن الجمعية المصرية الجغرافية فى إطار جهود الملك فؤاد لإلقاء الضوء على تاريخ الأسرة العلوية, وتقديمها إلى الرأى العام الغربى والأوساط العلمية الغربية فى ثوب قشيب.
يضم هذا الكتاب مجموعة منتقاة من تقارير قناصل فرنسا فى القاهرة والإسكندرية فى الفترة (1807-1814)، وهو عصر صعود نابليون وتربعه على عرش الإمبراطورية، الذى كان حافلاً بالحروب والصراعات على الساحة الأوروبية، والمنافسات الفرنسية البريطانية فى حوض البحر المتوسط من هنا جاء العنوان الذى اختاره صاحب الكتاب موحياً بالربط بين صعود نابليون وصعود محمد على، بل اعتبر فى الدراسة التى صدر بها الكتاب أن محمد على إنما استهدى بمشروع نابليون بونابرت فى مصر, واتخده دليلاً له للعمل. فإذا تصفح القارئ مجموعة التقارير المنشورة فى الكتاب, لا يستعصى عليه إدراك أن البون كان شاسعاً بين الرجلين من حيث المصالح والسياسات وأن صاحب الكتاب بمحاولة جمعه بين محمد على ونابليون بالعنوان، إنما أراد إضفاء قدر من الجلال إلى دور محمد على إرضاء لصاحب مشروع تسجيل تاريخه، أى إرضاء (وربما تملقاً) للملك فؤاد الذى كان يغدق على أولئك المؤرخين الأجانب الكبار الذين حشدهم لخدمة مشروع التأريخ للاسرة، وتولى رعاية المشروع كله.
