عندما كلفنا بإلقاء محاضرات في كلية الدراسات القضائية والأنظمة في مقرر نظام العمل والتأمينات الاجتماعية بدأنا في إعداد هذه المحاضرات وانتابنا إحساس ممزوج برغبة ملحة بضرورة توثيقها وطباعتها وجمعها في كتاب واحد، وحيث إن الباحثين في مجال الأنظمة السعودية قلة فقد جعل هذا الأمر مهمتنا التي تحتاج إلى مزيد من الدراسة والتحليل والإعداد لإخراج هذا الكتاب.
وها نحن اليوم نضع بين يدي القارئ هذه الدراسة التي نعتقد بأنها بالإضافة لفائدتها لطلبة أقسام الأنظمة ودارسي القانون لانسجامها وتوافقها مع المنهاج المقرر إلا أننا نرى أنها لا تخلو أيضاً من فائدة لجميع المهتمين بالأنظمة من رجال السياسة والقضاة والمحامين والحقوقيين والإداريين والمثقفين.
ومع يقيننا أن الذي يعمل معرض للخطأ وأن الكمال لله وحده فإن أي نقص في هذه الدراسة أو أية ثغرة قد تعتريها سيكون حافزاً لنا لتقصي مواطن الخطأ أو النقص من خلال مواصلة البحث واستكماله متطلعين لمؤازرة الباحثين وذوي الخبرة متلهفين لنصائحهم وآرائهم مشدودين دائماً لفكرهم وتشجيعهم.
ولعله من المفيد أن نذكر أن تطور الأنظمة وتميزها في المملكة العربية السعودية تتطلب من رجال القانون أن يتابعوا المسيرة بعين الباحث المدقق المترفع عن الهوى والمنزه عن التجريح وبروح علمية قوامها العرض الدقيق والنقد الهادف.
