كتب الحافظ المنذري هذه الرسالة، جواباً عن سؤال مطول ورد إليه من أحد علماء عصره، وقد أطال السائل السؤال ونوعه، بغية ازدياد الاستفادة له، وقد سأل عن بعض المعضلات التي تعترض المشتغلين بالحديث، عند قيامهم بالتخريج والجرح والتعديل ونقد الرواة.
والرسالة على صغر حجمها ولطافة قدرها، تضمنت فوائد جلى وإجابات مؤصلة، فلذا كانت جديرة بالعناية والنشر، لسدها ثغرة من ثغرات البحث الحديثي لدى المشتغلين بالسنة المشرفة وعلومها. وهذه الرسالة مخطوطة محفوظة في المكتبة الظاهرية بدمشق.
وقد وقف "عبد الفتاح أبو غدة" على مصورة هذه الرسالة وعزم على خدمتها ونشرها، لتكون ضمن الرسائل الحديثية الأربع التي خدمها واعتنى بها، مما يتصل بعلم الجرح والتعديل، وهي رسالتا التاج السبكي: قاعدة في الجرح والتعديل، وقاعدة في المؤرخين، ورسالة الحافظ السخاوي: المتكلمون في الرجال، ورسالة الحافظ الذهبي: ذكر من يعتمد قوله في الجرح والتعديل، فتكون رسالة الحافظ المنذري خامسة هذه الرسائل.
