يعتبر الحديث الشريف هو الأصل الثاني من أصول الأحكام الشرعية بعد القرآن الكريم, وقد حرص علماء الإسلام على حفظه وروايته, حيث كانت مجالس العلم تعقد في المساجد لتلقي الحديث, وتدارسه وحفظه. وكان لمسجد دمشق الحظ الأوفر من تلك المجالس, وكذلك مجلس ابن عساكرالذي يتميز بوحدة المتناول أو الموضوع.
وجاء هذا الكتاب ليتناول أحاديث وآثاراً وأشعاراً في ذم الذين يتعلمون العلم ثم لايعملون بعلمهم, وفي ذم الذين يتفقهون لغير الدين, ويتعلمون لغير العمل, ويطلبون الدنيا بعمل الآخرة, وفي ذم علماء السوء, ثم نوه بالمسؤولية العظمى الملقاة على عاتق العلماء, فساق الأحاديث والآثار بأسانيده هو وفيها الصحيح والحسن والضعيف, والموضوع أحياناً, كما تعقب كل حديث وبيان علته إن وجدت.
