تصاعد الموقف الدولي والإقليمي المعارض للبرنامج النووي الإيراني والذي تزعمته الولايات المتحدة الأمريكية وإسرائيل والذي بلغ ذروته خلال شهري أبريل ومايو 1995 خلال فترة تجديد اتفاقية حظر انتشار الأسلحة النووية في فيينا خلال النصف الأول من شهر مايو1995 وانتهى الأمر بتصويت إيران على الاتفاقية.
ولعل حقيقة هذا التصعيد والاهتمام الأمريكي والإسرائيلي يرجع إلى عدة أسباب منها العداء بين النظامين الإيراني والأمريكي.
وربما يكون رغبة الحكومة الإسرائيلية في إثارة أزمات جانبية لصرف الانتباه عن برنامجها النووي وقدراتها النووية في ظل تصاعد واحتدام الخلاف بينها وبين الدول العربية حول هذا الشأن.
ولا شك أن هذا يدعونا إلى التساؤل: أين الحقيقة هنا؟ أو بمعنى آخر يبرز التساؤل: ما أبعاد البرنامج النووي الإيراني الحالي؟ وما مراحل تطوره السابقة؟ وبالتالي ما الأطراف الفاعلة؟ وما دورها وانعكاس ذلك على باقي الأطراف الدولية والإقليمية الفاعلية فيه؟
لذلك سوف نستعرض هنا البرنامج النووي الإيراني والمتغيرات في أمن الخليج آملين أن توضح الدراسة حقيقة التوجه الإيراني نحو الطاقة النووية المنشودة وإعلان إيران مراراً أن هدفها هو الحصول على الطاقة في الوقت الذي توجد فيه مخاوف أمريكية، غربية، إسرائيلية من خيار نووي عسكري إيراني ستقوم الدراسة بتحليلها ومناقشتها.
