يأتي هذا الكتاب لأن مسائل الأسماء والأحكام، وقضايا الكفر والإيمان تعد من أعظم أبواب الدين وأشدّها أثراً؛ إذ يتعلّق بها عدد كبير خطير الأثر من الأحكام الدنيوية والآخروية، وقد كانت لهذه القضايا تعلقات ونتائج شكلت معالم أحداث كثيرة في تاريخ المسلمين وواقعهم.
ولأن قضية التكفير طالتها وعبثت بها أيادي التشدد والتساهل، وأنتجت فيها أقوال تتسم بالعجلة في التحرير وضعف الإحكام المنهجي، وعدم الانضباط بما تقتضيه نصوص الوحي، بالإضافة إلى غياب وضعف تفعيل المحددات العقدية والقواعد الأصولية المحكمة الضابطة لمسار إنتاج حكم شرعي بهذه الخطورة.
ولأن الحكم على المعين المسلم من أهل القبلة بانتفاء الإيمان عنه وخروجه من دائرة الإسلام، وما يترتّب على ذلك من أحكام فقهية واعتقادية؛ يعد حكماً ثقيل الأثر والانحراف أو حتى الخلل فيه يؤدّي إلى اتساع مساحات المخاطر التي تهدد الاستقرار المجتمعي والأمن الفكري للشعوب المسلمة في أصقاع الأرض.
سعى المؤلف من خلال منهجية أصولية محكمة، واستمداد قرآني ونبوي، إلى بيان القواعد الحاكمة لقضية تكفير أعيان المسلمين، وتحقيق أصولها وتجريد بناها الشرعية مما علق بها من مسائل متشابكة ومتداخلة بفعل تعقيدات الواقع وقصور النظر المتفحص في القواعد الشرعية. كما بيّن المؤلّف مناطات التكفير وأوجه المنع منه، من خلال مناقشة الوقائع والأحوال التي توجب التكفير أو تقتضي المنع منه، وذيل ذلك كله بمناقشات نقدية لبعض مناطات تكفير أهل الشهادتين، والخلل الذي وقع فيه بعض الذين بحثوا هذه الأبواب.
كما حرص مركز نماء للبحوث والدراسات على نشر هذه الدراسة البحثية؛ لتواكب مستجدّات الأحداث والنوازل الراهنة، خاصة مع بروز الخطاب التكفيري الانتقامي، وتضافر بواعث العنف العام في مجتمعاتنا؛ ولكون معالجة هذه القضايا والإشكالات هي من صلب رسالة المركز وأهدافه التي يروم تحقيقها.
