يتفحص هذا البحث دلالات اهتمام حلف الأطلسي بربط منطقة الشرق الأوسط به عن طريق توسيع محيط عمله ليشمل وضع ترتيبات، رسمية أو غير رسمية ، مع بعض دول المنطقة. ويشير إلى وزن أوروبا الاستراتيجي المتنامي اقتصادياً وعسكرياً داخل الحلف، وأثر هذا في الخيارات العربية في الثمانينات. ويخلص البحث إلى أن التحدي الرئيسي الذي سيواجه الدول العربية هو المحافظة على عدم الانحياز من جهة، والتصدي لأهداف الهيمنة الإسرائيلية من جهة أخرى.
