يدور موضوعه حول ما يعرف فى الأدبيات الاقتصادية بالاقتصاد الجديد أو بالأحرى اقتصاد المعرفة ويشمل على خمسة أبواب رئيسية يتوافر أولها على بيان الإطار النظرى لما هية هذا المفهوم فى حين يقوم الباب الثانى على استعراض بعض التجارب الناجحة فى سياق الانتقال والتحول إلى اقتصاد المعرفة من خلال ثلاثة فصول تتناول على الترتيب دور اقتصاد المعرفة فى التنيمة والتركيب المعمارى للاقتصاد المعرفى مع التطبيق على حالتى اليابان والهند وأما الباب الثالث فيتناول حالة ووضع اقتصاد المعرفى فى الدول العربية وإسرائيل عبر فصلين يتناولان على الترتيب تجربة اقتصاد المعرفة فى دولة الإمارات العربية المتحدة وإمارة دبى سياسة التراكم المعرفى فى إسرائيل ، ويتناول الباب الرابع الابعاد العلمية والثقافية لاقتصاد المعرفة فى مصر وذلك فى فصلين يعالجان كيفية خلق بيئة جاذبة لرأس المال البشرى فى ظل اقتصاد المعرفة وتطوير التعليم وتفعيل دوره فى بناء اقتصاد المعرفة فى مصر ثم يعالج الباب الخامس أوضاع اقتصاد المعرفة فى مصر ويحتوى هذا الباب على فصلين تناولان اقتصاد المعرفة فى مصر : مشكلاته وافق تطوره ودور الشركات متعددة الجنسية فى تطوير اقتصاد المعرفة فى مصر.
