ونظرا لأهمية ودورها المهم فى بناء المواطن والمجتمع المصرى ، خاصة مع ظهور بعض الاتجاهات الجديدة ، والتى تؤكد على مكانة القائد وأدواره ... فقد أيقنت الدول المتقدمة ذلك ، ثم ما لبثت أن لحقت بها بعض الدول النامية ، وبدأت مبكرا فى تصميم برامج ومؤسسات لإعداد القادة وتأهيلهم فى مختلف المجالات ، وخاصة فى المجال التربوى ، الذى تتمتع فيه الإدارة والقيادة بمكانة خاصة ،بسبب ما تتعامل معه من عناصر بشرية كثيرة ومتنوعة من ناحية ، وانها مصدر لإعداد القادة للمجالات الأخرى من ناحية ثانية .
ونحن فى مجتمعاتنا العربية المعاصرة ، إذا أردنا لأنفسنا أن نخرج من تلك القوقعة التى عشنا داخلها طويلا ، وأن نأخذ بعوامل الحضارة فى القرن الحادى والعشرين ، التى تتميز بالتعقد والعمق والدقة ، فيجب أن يكون أحد توجهاتنا الرئيسية هو اختيار قادة فى مختلف المجالات ، وعلى كافة المستويات _ قادة يتمتعون بما يجب أن يتمتع به القائد الديمقراطى الواعى المستنير المبدع ... ولن يتم ذلك الإ من خلال إعادة النظر فى السياسات الحالية لاختيار القادة وتدريبهم وإعدادهم .
وبناء على ذلك إنعقد هذا المؤتمر الذى يحتوى فعالياته هذا الكتاب .. ليقدم تصورا مقترحا فى ، كيفية إعداد القادة التربويين فى مصر والدول العربية ، وآليات تفعيل هذا التصور ، على أن يتضمن هذا التصور سمات شخصية القائج العربى ومهاراته وبناءه المعرفى ، وطرق اكتشاف القاجة التربويين ، وتصميم برامج إعداد وتدريب وتأهيل هؤلاء القادة ، فى ضوء إمكانياتنا المادية والبشرية .
