إنَّ دراسة التطبيق العملي للإقتصاد الإسلامي ضرورة مُلِحَّة لتوضيح مَعالِمِه، فلا بُدَّ للباحثين من العودة إلى العهود الأولى، إبتداءً من عهد الرسول - صلَّى الله عليه وسلم - مروراً بعهد الخلفاء الراشدين، تُمَّ العهود التالية، وذلك لدراستها وتحليلها والإفادة منها، ولا بدَّ من دراسة الأزمنة التي عمَّ فيها الرخاء المادي أرجاء الدولة الإسلامية، لتحليل أسبابها ونتائجها، ومدى إمكانية تكرار حدوثها.
لذلك، فإن دراسة السياسة الإقتصادية والمالية لعمر بن عبد العزيز تُعَدُّ أمراً مهماً، وذلك لأن عهده جاء بعد أن ظهرت عدة إنحرافات مالية وإقتصادية لم تكن موجودة زمن الرسول - صلى الله عليه وسلم - والخلفاء الراشدين.
فأهمية الدراسة تكمن في جانبين: الأول: في شخصية عمر وتقواه وورعه وإلتزامه بالكتاب والسُّنَّة، والثاني: في نتائج الإصلاحات الإقتصادية والمالية التي حققها خلال فترة وجيزة تقدَّر بسنتين ونصف، حيث إستطاع أن يغني الناس بفضل الله تعالى حتى عزّ وجود الفقراء، كما استطاع أن يضاعف الإيرادات ويحقق توزيعاً عادلاً للدخول والثروات، رافقه رفاه عام عمّ البلاد.
تلح هذه النتائج على الباحث لدراستها وتحليلها، ومعرفة الأسباب التي أدت إليها، لأخذ العِبر منها، وإستنتاج منهج التغيير والإصلاح الذي اتبعه عُمر، ودراسة إمكانية تكرار هذه التجربة في أي زمان إذا سُلِكَ الطريق نفسُه، فالدِّراسة تزيل الأوهام، وتؤكد على التلازُمِ بين التقوى والإصلاح، وبين الرَّفاه والتَنمية.
