إن فن السير والتاريخ والأخبار وغرائب القصص والوقائع والآثار هي من الفنون التي تداولها الأجيال والأمم والتي تخبر عن الدول وتقلب أحوالها، وإن فحول المؤرخين في الإسلام قد استوفوا أخبار الأمم، وهذا عبد الملك بن حسين بن عبد الملك واحد من هؤلاء الذين ألفوا في هذا المجال. وكتابه "سمط النجوم الوالي في أنباء الأوائل والتوالي" بأجزائه الأربعة، كتاب في التاريخ والتراجم والسير لحقبة زمنية كبيرة تمتد من زمن النبوة حتى القرن العاشر الهجري تقريباً، وهو بهذا الامتداد الزمني يشمل أحداثاً جمة، ووقائع كثيرة متلاحقة ومتعاقبة والكتاب يشتمل على مقدمة وأربعة مقاصد وخاتمة.
أما المقدمة فقد عرض فيها المؤلف لأهمية التاريخ ومدى الحاجة إلى قراءته قراءة واعية. وعرض بعد ذلك لمنهجه في كتابه وطريقة تأليفه وترتيبه، ومصادره التي استقى منها الأخبار والحوادث المختلفة. وأما المقصد الأول فقد أداره المؤلف ذكر نسبه صلى الله عليه وسلم وتعداد آبائه الكرام، وما يتعلق بذلك من حواث ووقائع تاريخية كثيرة. وأما المقصد الثاني فقد أداره حول أحواله صلى الله عليه وسلم، وأما المقصد الثالث فقد أداره حول ذكر الخلفاء الأربعة، وما ارتبط به من حوادث ووقائع مختلفة وأما المقصد الرابع فقد دار حول الدولة الأموية ثم العباسية ثم الفاطمية ثم الأيوبية ثم التركمانية ثم الشراكة، ثم العثمانية وما ارتبط بذلك من حوادث ووقائع مختلفة وأتبع هذا المقصد بالخاتمة التي اشتملت على ثلاثة أبواب تعلقت بذكر نسب الطالبيين وأعقابهم، ومن دعا منهم إلى المبايعة، وذكر من ولى مكى المشرفة من آل طالب إلى عصر المؤلف، وما ارتبط بذلك من سرد تاريخي ووقائع وأحداث مختلفة.
